Remember the Super Supreme LE shop for dolls ? And that massage about it that said if you bought the whole First Floor Items you would get a shirt ? And some people didn't get it do, so maybe now ? Or stardoll will sell this ? 
Maybe this is a new floor in that Bikini Shop ? :P
